Road Asset Management System for Assessment of Physical Condition of National Highways using Toll-Operate-Transfer (ToT) model
National Highway planning and expansion has always been an ambitious work for the Government. It is necessary to not only match with the growing traffic demand but also to boosts up the economy. To achieve this goal, Asset Recycling in the highway sector was proposed which generated additional resources for construction of future highways. Accordingly, the Model for monetization of public funded operational National Highway projects has been developed, which is called Toll, Operate and Transfer (TOT). Under the TOT model, right of collection of user fee of selected operational NH projects is proposed to be assigned for a specific time period, to developers or investors (Concessionaire) against upfront payment of a lump-sum amount to the Authority. Further, during the tenure of the contract, the O&M responsibility would also remain with the assigned Concessionaire.
Ceinsys was entrusted with the responsibility to prepare a digital inventory of highway assets and understand the physical condition of assets. The viability of the project is established taking into account the requirements with regard to rehabilitation and improvement based on highway design, pavement design, rehabilitation of existing structures, road safety features, quantities of various items of works and cost estimates and financial analysis. The project was about providing consulting services to access physical condition of selected National Highway Stretches and preparation of detailed project reports, technical and maintenance schedules for tendering. Physical condition of any Stretch is established based on its highway design, pavement design, condition of structures, road safety features, condition of existing facilities like toll plazas etc. Based on physical condition of highway Stretches, options are worked out for improvement of safety of existing road and strengthening of pavement and structures. Cost associated with all improvement proposals is estimated as part of this study.

Based on detailed engineering various options were worked out for improvement of safety of existing road such as provision of service road / slip road at built up locations or provision of Vehicular underpass / flyover / grade separated structures at built location depending upon the current traffic and projected traffic. Strengthening of existing pavement and structures by providing engineering remedial measures. The project benefitted with long term toll collection and O & M lies with the private concessionaire which adds benefit to road users. Reduced Life cycle cost, defined level of service (as time at which pavement maintenance is required), ability to track performance. Extended Service life of pavement. The total length of stretches was 1099.245 kms and Ceinsys solution aided in revenue increase by 30%.
